About Us
Palmetto Parking was founded in 2003 to provide parking management services for property owners in an underserved Charleston marketplace. We have grown from one surface parking lot to over 65 locations in Charleston, around the State of South Carolina, and in Savannah, Georgia. These locations consist of multi-level parking garages, surface parking lots, valet parking, event parking, along with hospital environment parking services.
Bigger is not best; smart and savvy will always produce the best results. By hewing to this principle, we have been able to remain nimble and quick to recognize, adapt, and change. We demonstrate our value to our clients through our dedication to them and ensuring the continued value of the assets they have entrusted to us.

Chip Limehouse,
Principal
Harry B. “Chip” Limehouse, III is a Charleston native, one of the founders, and a principal at Palmetto Parking. He saw the opportunity of converting bank parking lots and other 9-to-5 businesses for after-hours parking and from there helped guide Palmetto Parking to be the premier parking operator in Charleston. He has over 22 years of experience in parking management and over 30 years in commercial property management. He understands the challenges and opportunities related to modern day parking, particularly in the charming and historic colonial City of Charleston.
Jason Llewellyn,
President (Principal)
Jason has 33 years of experience in the parking industry. Prior to the founding of Palmetto Parking in 2003, Jason was the Vice President of Operations for a national parking company. In 2012, Jason received the Charleston Regional Business Journal’s 40 Under 40 award for his local community support.
H. Bynum Stokes,
Vice President (Principal)
Bynum Stokes is the Vice President for Palmetto Parking. Bynum joined Palmetto Parking’s team in 2005 and served as the General Manager for eight years. Bynum played a large role in the expansion of Palmetto Parking and was promoted to Vice President in 2013 and became a partner in 2021. Bynum has over 22 years of parking management experience including parking decks, surface lots, and valet operations within the Charleston area. Bynum is active in every aspect of Palmetto Parking operations, including Client Relations, Business Growth, Technology Development, Finance Management, Marketing, and Audit Procedure Development. Bynum seeks ways to maximize efficiency and enhance operations through new technology that will better serve all customers.
Don Moore,
Chief Operating Officer
Don Moore has over fourteen years of parking management experience with Palmetto Parking. Don began his career as an Enforcement Officer for Palmetto Parking’s Folly Beach Municipal Operation. He was quickly promoted to Municipal Manager where he oversaw the paid parking program implemented by the City of Folly Beach and Palmetto Parking. Currently, Don is responsible for regulating and monitoring day-to-day operations. He oversees processing of all revenue streams for Palmetto Parking and produces relevant reports for the property owners.
Nanci McWilliams,
Director of Human Resources and Accounting
Nanci McWilliams first joined Palmetto Parking in 2015 as the Monthly Parking and Office Manager. In that role, she oversaw all aspects of Palmetto Parking’s monthly parking program. She ensured payments were promptly collected while providing top-notch customer service. She then stepped into her current role where she is responsible for the development of Palmetto Parking’s people and culture as well as maintaining Palmetto Parking’s extensive audit controls and financial reporting. She has over 9 years of parking experience.
